The Dual Purpose of FPCA Applications
FPCA applications serve two purposes:
- To obtain a mail ballot for one calendar year (temporary record). This is also known as the SC90 application.
- As a regular voter registration (permanent record). This is also known as the SC91 application.
For this reason, TEAM requires two distinct records be created for each FPCA application, and each record is assigned a unique ID (VUID). In the TEAM system, each pair of VUIDs is linked.
TEAM can send a number of different event types related to these linked VUIDs that are routed to the Task Notification Queue for your review.
TEAM creates and sends a pair of records for each of these FPCA related event types; however for simplicity, each of these pairs is represented by a single row in the Task Notification Queue.
In addition, Voter Focus associates the two VUIDs internally when event type 54, FPCA Voter and a Voter are Linked, is reviewed in the Task Notification Queue. At that point the FPCA ID is:
- Recorded and linked to the voter's permanent VUID in the proper system databases.
- Added to the Maint and Ballot By Mail tabs in the voter's record so you can see when the voter has an active FPCA request.

The Voter Focus 90(F) Status
The 90(F), FPCA (SC90) status is used in Voter Maintenance to record an FPCA application only and report the status to TEAM. It's the record of an application that does not also serve as a voter registration record. Records with this status are not counted toward your county's NVRA tracking number totals.
This status can be set automatically or manually, depending on the selected box in section 1 of the FPCA application.
Status Set Automatically
Voter Focus sets the 90(F) status automatically when you save an FPCA application with one of the following reasons selected:
- U.S. citizen living outside the country and whose return is uncertain.
- U.S. citizen living outside the country and who never lived in the United States.
Do the following when processing an FPCA for either of these reasons:
- If a record exists in the system for one of these FPCA voters, you must pause the FPCA application procedure. For new applicants, begin with step 3.
- Go to VOTER REGISTRATION > Voter Maintenance and cancel the voter's record using the Cancel Record feature.
- Complete and save the FPCA application for the voter. A record is added to Voter Maintenance with the 90 (F), FPCA (SC90) status.
Status Set Manually
- On active duty in the Uniformed Services or Merchant Marine or an eligible spouse or dependent.
- U.S. citizen living outside the country and who intends to return
If the applicant should not have a permanent voter registration record, do the following:
- Complete and save the FPCA application for the voter. A record is added to Voter Maintenance.
- When your county performs the daily TEAM export/import of voter data, TEAM returns an FPCA VUID for the voter. After this point, go to VOTER REGISTRATION > Voter Maintenance and access the new record. The status for the new record is ZZ(Z), Pending State Verification.
- Click Close SC 91 Application on the Maint tab. The status of the record changes to 90 (F), FPCA (SC90). The permanent voter registration record is closed, leaving only a record of the FPCA application.
